Heine Publishes Article on Rising China-Latin American Trade Agreements
In a new China Global South Project article, Ambassador Jorge Heine, Research Professor at Boston University’s Frederick S. Pardee School of Global Studies, discusses Chinese-Latin American trade agreements and why they are on the rise.
In his article, titled “Free Trade Agreements, China and the Art of Small State Diplomacy,” Heine explores China’s pursuit of trade agreements and Latin America and how they have contributed to the country’s rising global influence. Drawing from his latest book Xi-Na in the Century of the Dragon, he points out that China has been extremely willing to take up Latin American free trade agreements, many of which originate from the struggling region. As Heine argues, “at a time when the United States and (somewhat less so) the EU circle the wagons and embrace a protectionist credo, China is ready to do business. Can you really blame the Ecuadors and Uruguays of this world for knocking on Beijing’s door?”

Ambassador Jorge Heine is a Research Professor at the Pardee School of Global Studies at Boston University. He has served as ambassador of Chile to China (2014-2017), to India (2003-2007), and to South Africa (1994-1999), and as a Cabinet Minister in the Chilean Government.
